International conference “Audiovisual services legislation: European standards and aspects, in Ukraine” will hold 28 march 2016, Kiev.

The conference is held within the frameworks of project "Freedom of the media in Ukraine" (framework program of the cooperation of European Union and Council of Europe for Eastern Partnership Countries), in cooperation with The National Council of Television and Radio Broadcasting of Ukraine, Verkhovna Rada of Ukraine committee Freedom of Speech and Information Policy, State Committee for Television and Radio Broadcasting of Ukraine”.

During the conference it will be presented the content of “Audiovisual services legislation”. Adoption of this legislation is one of the obligations under the Association agreement between Ukraine and EU. In accordance of it Agreement, Ukraine take obligations to advance its legislation to the Audiovisual Media Services Directive during two years after it entry into force. In accordance with PACE Resolution 1466 (2005) “Implementation of obligations and commitments by Ukraine" adoption of this new version of Television and Radio Broadcasting Law which would meet the EU standards and expert’s recommendations also are obligations of Ukraine as a member of EU.

The conference will be separate into thematic parts. The first part will be focus on a discussion of international standards and obligations of Ukraine in media legislation reforming. Aim of the following section (panel discussions) is to discuss of issues of licensing and registration in AVU, requirements regarding the content of the media and the organization of AVU, the regulator authority, violations of law and responsibility in the field of AVU by the party concerned.

Conference planned in such a way that the participants: representatives of public authorities, civil society and industry will have the opportunity to discuss of each questions with international experts. International experts will tell the European experience and will moderate each of the sections giving advices and analyzing of discussion.

Ambassador, Head of the Council of Europe Office in Ukraine Vladimir Ristovski; Chairman of the Verkhovna Rada Committee on Freedom of Speech and Information Policy Syumar Victoria; First Deputy Chairman of State Committee for Television and Radio Broadcasting of Ukraine Bohdan Chervak; Council of Europe experts Peggy Valcke (Belgium) and Ad van Loon (Netherlands), Ukrainian experts and representatives of radio and television will take part in this conference.
